Senator Tarr moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for Senate Bill 478—A BILL to amend the Code of West Virginia, 1931, as amended, by adding a new section, designated §61-7-13, relating to establishing the Second Amendment Reaffirmation and Protection Act; specifying legislative purpose; limiting the incorporation of invalid or repealed federal law; creating a trigger clause; prohibiting state and local officers from enforcing invalidated or repealed federal firearm restrictions; prohibiting state entities from limiting the right of a person to carry a concealed firearm; providing for redressability through writs of prohibition and mandamus; and providing for rules of statutory construction.
