A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §20-2-56b, relating to permitting persons who routinely shoot or discharge firearms at a public shooting range to assist in its maintenance and upkeep; defining a term; and requiring rule-making.
Be it enacted by the Legislature of West Virginia:
ARTICLE 2. WILDLIFE RESOURCES.
§20-2-56b. Public shooting ranges; maintenance by the public.
(a) For the purposes of this section, “public shooting ranges” are those shooting ranges that are owned and operated by the Division of Natural Resources for the benefit of the public.
(b) The division shall permit persons who routinely shoot or discharge firearms at a public shooting range in the manner prescribed by the director to also have full and regular access to that range facility for the purpose of maintaining the facility.
(c) The maintenance shall be coordinated through the local ranger or superintendent and executed to the division’s standards. The division shall reimburse those persons who maintain range facilities only for the documented costs of materials used in the maintenance.
(d) The director shall propose rules for legislative approval in accordance with §29A-3-1 et seq. of this code to implement this section.
NOTE: The purpose of this bill is to permit persons who routinely shoot or discharge firearms at a public shooting range to assist in its maintenance and upkeep. The bill defines a term, and requires rule-making.
