SENATE BILL NO. 849 AMENDMENT IN THE NATURE OF A SUBSTITUTE (Proposed by the Senate Committee on Education and Health) (Patron Prior to Substitute--Senator Stanley) Senate Amendments in [ ] -- January 29, 2015 A BILL to amend the Code of Virginia by adding a section numbered 23-220.02, relating to community colleges; enrollment policies.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23-220.02 as follows:

§23-220.02. Career and technical education enrollment policies.

The State Board shall develop policies directing community colleges to [ ~~offer~~ post on their respective websites or otherwise give notice of ] any open seat in any career or technical education credit course that is not at full capacity to (i) qualified students enrolled in public high schools that are located in the region served by the community college and (ii) individuals who reside in the region served by the community college. The policies developed by this section shall not be construed to be a replacement of, but shall be separate from and in addition to, any existing dual enrollment agreements between community colleges and public schools or any existing workforce development program.

2. That the State Board for Community Colleges and the Department of Education shall work jointly to develop the policies required by this section.
