Be it enacted by the General Assembly of Virginia:

1. §1. That in 2015, the Governor shall designate an attack on the Commonwealth involving an electromagnetic pulse as the annual statewide drill required pursuant to §44-146.17:2 of the Code of Virginia. The drill shall assess the preparedness of the Commonwealth in responding to an attack that affects the electrical grid throughout the Commonwealth. In conducting the drill, the Governor shall utilize modeling and simulation technology to assess the effects of the damage of such an attack (i) without a preparedness plan in place and (ii) with mitigation measures in place. The report required by §44-146.17:2 of the Code of Virginia shall include (a) documentation of the damages that such an attack might cause on existing infrastructure absent any improvements and (b) recommendations as to steps that might be implemented by state or local government or the private sector to mitigate against such damages.
