AN ACT requiring state employees and state public officials to obtain prior permission to attend meetings and hearings of the general court.

ANALYSIS

This bill requires state employees and public officials of the state attending in their official capacity any legislative meeting or hearing concerning legislation before the general court to obtain prior permission from the chairperson of the committee of the general court. All such state employees and public officials shall display their employee identification badges.

STATE OF NEW HAMPSHIRE

In the Year of Our Lord Two Thousand Fifteen

AN ACT requiring state employees and state public officials to obtain prior permission to attend meetings and hearings of the general court.

Be it Enacted by the Senate and House of Representatives in General Court convened:

1 Lobbyists; State Employees. Amend RSA 15:1, V(d) to read as follows:

(d) Communication made by a [public] municipal or county official acting in [the public official’s] his or her official capacity.

2 New Paragraph; Lobbyists; State Employees and Public Officials. Amend RSA 15:2 by inserting after paragraph II the following new paragraph:

III. State employees and public officials of the state attending in their official capacity any legislative meeting or hearing, in any state building designated for such meetings or hearings, concerning any legislation pending or proposed before the general court shall obtain prior permission from the chairperson of the committee of the general court before which he or she intends to attend. All state employees and public officials of the state shall display their state employee identification badges when attending any legislative meeting or hearing.

3 Effective Date. This act shall take effect July 1, 2015.
