A
Resolution
declaring
the
intent
of
the
House
of

Representatives
to
do
all
that
is
in
its
power
to

protect
the
constitutional
right
of
Iowans
to
keep

and
bear
arms.

WHEREAS,
the
Second
Amendment
to
the
Constitution
5
of
the
United
States
protects
the
individual
right
to
6
keep
and
bear
arms;
and
7
WHEREAS,
the
United
States
Supreme
Court
has
found
8
that
the
Second
Amendment
to
the
Constitution
of
the
9
United
States
protects
the
right
of
individuals
to
10
possess
any
bearable
arm
commonly
used
for
lawful
11
purposes;
and
12
WHEREAS,
the
President
of
the
United
States
has
13
made
clear
his
intent
to
press
Congress
to
impose
14
legislation
and
to
otherwise
implement
and
enforce
15
executive
orders,
agency
orders,
rules,
and
regulations
16
that
would
restrict
the
lawful
acquisition,
possession,
17
and
use
of
firearms
and
ban
many
common
firearms
used
18
for
self-defense,
hunting,
competition,
and
target

and

WHEREAS,
the
United
States
Supreme
Court
has

recognized
that
the
principles
of
separate
sovereignty,
3
as
embodied
in
the
Tenth
Amendment
to
the
Constitution
4
of
the
United
States,
prohibit
the
federal
government
5
from
requiring
Iowa
or
its
officers
to
take
part
in
any
6
federal
gun-control
scheme;
and
7
WHEREAS,
it
is
the
duty
of
the
House
of
8
Representatives
to
exercise
all
of
its
lawful
authority
9
to
protect
the
right
of
all
Iowans
to
keep
and
bear
10
arms;
NOW
THEREFORE,
11
BE
IT
RESOLVED
BY
THE
HOUSE
OF
REPRESENTATIVES,
That
12
it
is
the
intent
of
the
House
of
Representatives
to
13
oppose
and
not
support
the
enactment
and
implementation
14
of
any
federal
law,
executive
order,
agency
order,
15
rule,
or
regulation
that
violates
the
Constitution
of
16
the
United
States
and
threatens
the
fundamental
right
17
to
keep
and
bear
arms;
and
18
BE
IT
FURTHER
RESOLVED,
That
the
House
of
19
Representatives,
on
behalf
of
the
citizens
of
Iowa,
20
hereby
intends
to
use
all
of
its
lawful
authority
and
21
power
to
resist
or
overturn
any
federal
gun-control
22
measure
that
violates
the
right
of
Iowans
to
keep
and
23
bear
arms.
