as

chapter
shall
not
apply
to
the
possession
or
use
of

twenty-five
one
hundred
pounds
or
less
of
smokeless
powder,
or

five
pounds
or
less
of
black
sporting
powder,
provided
that:

The
inclusion
of
this
explanation
does
not
constitute
agreement
with

the
explanation’s
substance
by
the
members
of
the
general
assembly.

This
bill
relates
to
the
regulation
of
smokeless
powder

as
an
explosive
material.
Under
current
law
the
explosive
10
materials
regulations
under
Code
chapter
101A
do
not
apply
11
to
the
possession
of
25
pounds
or
less
of
smokeless
powder
12
if
the
smokeless
powder
is
intended
for
handloading
or
13
reloading
of
ammunition
for
small
arms,
is
for
private
use,
and
14
conforms
to
certain
other
regulations.
The
bill
raises
the
15
nonapplicability
provision
to
include
the
possession
of
100
16
pounds
or
less
of
smokeless
powder.
