| 2 |  |  northern Illinois that provide services to individuals  |

| 4 |  |  health challenges, appointed by the Governor; | 
| 5 |  |   (17) one member who represents a downstate chapter of  | 
| 6 |  |  an organization of social workers, appointed by the  | 
| 7 |  |  Governor; | 
| 8 |  |   (18) one member who represents a nonprofit  | 
| 9 |  |  organization of parents and other relatives of residents  | 
| 10 |  |  of a developmental center in southern Illinois that is  | 
| 11 |  |  operated by the Department of Human Services, appointed by  | 
| 12 |  |  the Governor; and | 
| 13 |  |   (19) 2 members who represent health care systems in  | 
| 14 |  |  southern Illinois, appointed by the Governor. | 
| 15 |  |  (b) A vacancy on the Subcommittee shall be filled by the  | 
| 16 |  | appropriate appointing authority. | 
| 17 |  |  (c) The Subcommittee shall meet monthly. | 
| 18 |  |  (d) The members of the Subcommittee shall receive no  | 
| 19 |  | compensation for the performance of their duties under this  | 
| 20 |  | Act, but may be reimbursed for necessary expenses incurred  | 
| 21 |  | while engaged in the performance of their duties under this  | 
| 22 |  | Act. | 
| 23 |  |  (e) The Department of Healthcare and Family Services shall  | 
| 24 |  | provide administrative support to the Subcommittee.
 | 
| 25 |  |  Section 10. Duties. The Subcommittee shall develop and  |

| 1 |  | propose policies to increase the State's Medicaid provider  | 
| 2 |  | networks to give Medicaid clients more provider choice for  | 
| 3 |  | their health care needs. The Subcommittee shall work toward  | 
| 4 |  | creating solutions to streamline the State's Medicaid system,  | 
| 5 |  | making it more efficient, and making it easier to use while  | 
| 6 |  | improving the overall quality of care.
 | 
| 7 |  |  Section 15. Report. The Subcommittee shall report its  | 
| 8 |  | findings, conclusions, and recommendations, including  | 
| 9 |  | suggested legislation, to the General Assembly by December 31,  | 
| 10 |  | 2025.
 | 
| 11 |  |  Section 20. Repeal. This Act is repealed on July 1, 2026.
