| 1 |  |  operating pressure falling below 20 PSI; or | 
| 2 |  |   (5) condition that results in the issuance of a boil  | 
| 3 |  |  water order.  | 
| 4 |  |  "Fire department" means a fire protection service provider  | 
| 5 |  | (i) organized under the Illinois Municipal Code or the Fire  | 
| 6 |  | Protection District Act and (ii) recognized by the Office of  | 
| 7 |  | the State Fire Marshal.  | 
| 8 |  |  "Health care facility" means a facility, hospital, or  | 
| 9 |  | establishment licensed or organized under the Ambulatory  | 
| 10 |  | Surgical Treatment Center Act, the University of Illinois  | 
| 11 |  | Hospital Act, the Hospital Licensing Act, the Nursing Home  | 
| 12 |  | Care Act, the Assisted Living and Shared Housing Act, or the  | 
| 13 |  | Community Living Facilities Licensing Act.  | 
| 14 |  |  "Disruption notification Health care facility list" means  | 
| 15 |  | a list enumerating health care facilities, fire departments,  | 
| 16 |  | dispatch centers, and their designees that are served by a  | 
| 17 |  | public water supply and maintained by a public water  | 
| 18 |  | distribution entity. | 
| 19 |  |  "Public water distribution entity" means any of the  | 
| 20 |  | following entities that are responsible for the direct  | 
| 21 |  | supervision of a public water supply: a municipality, a  | 
| 22 |  | private corporation, an individual private owner, or a  | 
| 23 |  | regularly organized body governed by a constitution and  | 
| 24 |  | by-laws requiring regular election of officers. | 
| 25 |  |  "Public water supply" has the same meaning as defined in  | 
| 26 |  | Section 3.365. |

| 1 |  |  "State agencies" means the Illinois Environmental  | 
| 2 |  | Protection Agency and the Illinois Department of Public  | 
| 3 |  | Health. | 
| 4 |  |  "Water supply operator" means any individual trained in  | 
| 5 |  | the treatment
or distribution of water who has practical,  | 
| 6 |  | working knowledge of the chemical,
biological, and physical  | 
| 7 |  | sciences essential to the practical mechanics
of water  | 
| 8 |  | treatment or distribution and who is capable of conducting
and  | 
| 9 |  | maintaining the water treatment or distribution processes of a  | 
| 10 |  | public water supply in a
manner that will provide safe,  | 
| 11 |  | potable water for human consumption.  | 
| 12 |  |  (b) A public water distribution entity, through its  | 
| 13 |  | designated employees or contractors, shall notify its water  | 
| 14 |  | supply operator and all affected health care facilities, fire  | 
| 15 |  | departments, and dispatch centers on the public water supply's  | 
| 16 |  | disruption notification health care facility list not less  | 
| 17 |  | than 14 days before any known, planned, or anticipated  | 
| 18 |  | disruption event. An anticipated disruption event includes for  | 
| 19 |  | purposes of this subsection any disruption event that could or  | 
| 20 |  | should be reasonably anticipated by a public water  | 
| 21 |  | distribution entity. | 
| 22 |  |  (c) A public water distribution entity, through its  | 
| 23 |  | designated employees or contractors, shall notify its water  | 
| 24 |  | supply operator, and all affected health care facilities, all  | 
| 25 |  | affected fire departments, and all affected dispatch centers  | 
| 26 |  | on a disruption notification list that are served by the  |

| 1 |  | public water supply and affected by any unplanned disruption  | 
| 2 |  | event in the public water supply's water distribution system.  | 
| 3 |  | The notification required under this subsection shall be  | 
| 4 |  | provided within 2 hours after the public water distribution  | 
| 5 |  | entity becomes aware of the unplanned disruption event. | 
| 6 |  |  (d) A health care facility, fire department, and dispatch  | 
| 7 |  | center shall designate an email address to receive electronic  | 
| 8 |  | notifications from the public water distribution entity  | 
| 9 |  | concerning planned or unplanned disruption events. The email  | 
| 10 |  | account shall be accessible to the health care facility's  | 
| 11 |  | designated water management plan administrator, the fire  | 
| 12 |  | department's chief officer, the dispatch center's chief  | 
| 13 |  | officer, and other responsible administrative personnel. | 
| 14 |  |  (e) Any planned or unplanned disruption event notification  | 
| 15 |  | sent to a health care facility, fire department, or dispatch  | 
| 16 |  | center under this Section shall also be sent to the State  | 
| 17 |  | agencies via email to the email addresses designated by
the  | 
| 18 |  | State agencies within 5 business days. The State agencies  | 
| 19 |  | shall establish, maintain, and retain a list of notifications  | 
| 20 |  | received pursuant to this subsection. | 
| 21 |  |  The notice required under this Section shall include, but  | 
| 22 |  | shall not be limited to, the following: | 
| 23 |  |   (1) a detailed description of the disruption event; | 
| 24 |  |   (2) the date, time, and location of the disruption  | 
| 25 |  |  event;  | 
| 26 |  |   (3) the expected time needed to resolve the disruption  |

| 1 |  |  event; and  | 
| 2 |  |   (4) a list of the health care facilities, fire  | 
| 3 |  |  departments, and dispatch centers notified by the public
 | 
| 4 |  |  water distribution entity. | 
| 5 |  |  Beginning one year after the effective date of this  | 
| 6 |  | amendatory Act of the 102nd General Assembly, the State  | 
| 7 |  | agencies shall make
available upon request a list of  | 
| 8 |  | disruption events, in an electronic format, sorted by the year  | 
| 9 |  | and month of each occurrence.
