AMENDMENT TO SENATE BILL 1814




2 AMENDMENT NO. ______. Amend Senate Bill 1814, AS AMENDED, 
3with reference to page and line numbers of House Amendment No. 
41, on page 328, by replacing lines 15 through 25 with the 
5following:


6 "(g) For purposes of determining the required State 
7contribution to the System, the value of the System's assets 
8shall be equal to the actuarial value of the System's assets, 
9which shall be calculated as follows:
10 As of June 30, 2008, the actuarial value of the System's 
11assets shall be equal to the market value of the assets as of 
12that date. In determining the actuarial value of the System's 
13assets for fiscal years after June 30, 2008, any actuarial 
14gains or losses from investment return incurred in a fiscal 
15year shall be recognized in equal annual amounts over the 
165-year period following that fiscal year."; and

"ARTICLE 55.  ACCESS TO JUSTICE GRANTS


4 Section 55-5. The Access to Justice Act is amended by 
5adding Section 16 as follows:

6 (705 ILCS 95/16 new)
7 Sec. 16. Fiscal year 2020 grants. If and only if Senate 
8Bill 262 of the 101st General Assembly becomes law, then funds 
9appropriated for grants in Section 165 of Article 105 of Senate 
10Bill 262 of the 101st General Assembly shall be awarded by the 
11Department of Human Services in equal amounts to the Westside 
12Justice Center and the Resurrection Project.

ARTICLE 60.  URBAN WEATHERIZATION INITIATIVE


14 Section 60-5. The Urban Weatherization Initiative Act is 
15amended by changing Section 40-20 as follows:

16 (30 ILCS 738/40-20)

17 Sec. 40-20. Award of grants.

18 (a) The Department shall award grants under this Article 
19using a competitive request-for-proposal process administered 
20by the Department and overseen by the Board. No more than 2% of

1funds used for grants may be retained by the Department for 
2administrative costs, program evaluation, and technical 
3assistance activities.
4 (b) The Department must award grants competitively in 
5accordance with the priorities described in this Article. 
6Grants must be awarded in support of the implementation, 
7expansion, or implementation and expansion of weatherization 
8and job training programs consistent with the priorities 
9described in this Article. Strategies for grant use include, 
10but are not limited to, the following:
11  (1) Repair or replacement of inefficient heating and 
12 cooling units.
13  (2) Addressing of air infiltration with weather 
14 stripping, caulking, thresholds, minor repairs to walls, 
15 roofs, ceilings, and floors, and window and door 
16 replacement.
17  (3) Repair or replacement of water heaters.
18  (4) Pipe, duct, or pipe and duct insulation.
19 (c) Portions of grant funds may be used for:
20  (1) Work-aligned training in weatherization skill 
21 sets, including skills necessary for career advancement in 
22 the energy efficiency field.
23  (2) Basic skills training, including soft-skill 
24 training, and other workforce development services, 
25 including mentoring, job development, support services, 
26 transportation assistance, and wage subsidies tied to

1 training and employment in weatherization.
2 (c-5) Portions of grant funds may also be used for any 
3purpose for which bonds are issued under Section 4 of the Build 
4Illinois Bond Act. 
5 (d) All grant applicants must include a comprehensive plan 
6for local community engagement. Grant recipients may devote a 
7portion of awarded funds to conduct outreach activities 
8designed to assure that eligible households and relevant 
9workforce populations are made aware of the opportunities 
10available under this Article. A portion of outreach activities 
11must occur in convenient, local intake centers, including but 
12not limited to churches, local schools, and community centers.
13 (e) Any private, public, and non-profit entities that 
14provide, or demonstrate desire and ability to provide, 
15weatherization services that act to decrease the impact of 
16energy costs on low-income areas and incorporate an effective 
17local employment strategy are eligible grant applicants.
18 (f) For grant recipients, maximum per unit expenditure 
19shall not exceed $6,500.
20 (g) A grant recipient may not be awarded grants totaling 
21more than $500,000 per fiscal year.
22 (h) A grant recipient may not use more than 15% of its 
23total grant amount for administrative expenses.
