| 2 |  |  WHEREAS, Mayor Thomas Giarrante is a lifelong resident of  | 
| 3 |  | the City of Joliet and has served his hometown for over 4  | 
| 4 |  | decades; during this time, he has earned the admiration and  | 
| 5 |  | respect of Joliet's residents, fellow City Council members, and  | 
| 6 |  | City Hall staff; and
 | 
| 7 |  |  WHEREAS, Thomas Giarrante attended Sacred Heart Grade  | 
| 8 |  | School, Joliet Catholic High School, and Joliet Junior College;  | 
| 9 |  | and
 | 
| 10 |  |  WHEREAS, Thomas Giarrante's outstanding record of  | 
| 11 |  | community service began with a 22-year career with the Joliet  | 
| 12 |  | Fire Department, including 16 years serving as President of  | 
| 13 |  | Joliet Firefighters Local 44 and 2 years as Secretary of the  | 
| 14 |  | Police and Fire Board; and
 | 
| 15 |  |  WHEREAS, Thomas Giarrante's decades of service as an  | 
| 16 |  | elected official includes 6 years as a Joliet Park District  | 
| 17 |  | Board Commissioner, 3 years as President of the Park Board, 14  | 
| 18 |  | years as an elected Joliet City Councilman-At-Large, where he  | 
| 19 |  | served as Chairman of the Joliet Waterpark Committee, Chairman  | 
| 20 |  | of the Baseball Committee, past Chairman of the Public Safety  | 
| 21 |  | Committee, past member of the Public Service Committee, and  | 
| 22 |  | past member of the Joliet Township Senior Citizen Services  |

| 2 |  |  WHEREAS, During his term as a Joliet City  | 
| 3 |  | Councilman-At-Large, Thomas Giarrante was directly involved in  | 
| 4 |  | attracting new businesses and improving the quality of life of  | 
| 5 |  | his hometown with a significant number of development projects  | 
| 6 |  | such as Joliet's 2 world-class casinos, Chicagoland Speedway,  | 
| 7 |  | the CenterPoint Intermodal Center, Route 66 Raceway, Autobahn  | 
| 8 |  | Country Club, the Joliet Area Historical Museum, the west side  | 
| 9 |  | branch of the Joliet Public Library, Splash Station Water Park,  | 
| 10 |  | and Silver Cross Field; and
 | 
| 11 |  |  WHEREAS, In 2011, Thomas Giarrante was elected Mayor of the  | 
| 12 |  | City of Joliet; immediately upon taking office, he established  | 
| 13 |  | the Committee to Attract and Retain Business (CARB), a  | 
| 14 |  | committee comprised of 18 local professional and business  | 
| 15 |  | people to assist in maintaining his vision of a strong  | 
| 16 |  | "pro-business" atmosphere; his office door was always open as  | 
| 17 |  | he constantly met with local leaders, members of the business  | 
| 18 |  | community, and everyday citizens who simply needed his help;  | 
| 19 |  | his leadership through difficult economic times restored  | 
| 20 |  | Joliet's financial well being, brought new jobs and retail  | 
| 21 |  | developments throughout the City, and positioned Joliet as one  | 
| 22 |  | of the most business-friendly communities in the Midwest; and
 | 
| 23 |  |  WHEREAS, Thomas Giarrante's love of Joliet is only  | 
     |

| 1 |  | superseded by his love and devotion to his family; he has been  | 
| 2 |  | married to Rosemary Giarrante for 53 years; together, they have  | 
| 3 |  | 3 children, 8 grandchildren, and 2 great-grandchildren, who  | 
| 4 |  | will now be the recipient of his affection, time, and  | 
| 5 |  | attention; therefore, be it
 | 
| 6 |  |  RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE  | 
| 7 |  | NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we  | 
| 8 |  | thank Mayor Thomas Giarrante for his leadership and dedicated  | 
| 9 |  | service and wish him success and happiness in the future; and  | 
| 10 |  | be it further

| 11 |  |  RESOLVED, That a suitable copy of this resolution be  | 
| 12 |  | presented to Thomas Giarrante as a symbol of our respect and  | 
| 13 |  | esteem.
