1 | | AN ACT concerning regulation.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the Equal |
5 | | Economic Opportunity Task Force Act.
|
6 | | Section 5. The Equal Economic Opportunity Task Force. |
7 | | (a) There is hereby created the Equal Economic Opportunity |
8 | | Task Force. |
9 | | (b) The task force shall consist of the following members: |
10 | | (1) Four members of the General Assembly, appointed one |
11 | | each by the President of the Senate, the Minority Leader of |
12 | | the Senate, the Speaker of the House of Representatives, |
13 | | and the Minority Leader of the House of Representatives; |
14 | | (2) The Governor, or his or her designee; |
15 | | (3) The Director of Commerce and Economic Opportunity |
16 | | or his or her designee; |
17 | | (4) The Secretary of Human Services, or his or her |
18 | | designee; |
19 | | (5) The Attorney General of the State of Illinois, or |
20 | | his or her designee; and |
21 | | (6) Two members from entities representing the |
22 | | interests of the retail and banking industries in this |
23 | | State appointed by the Governor. |

1 | | (c) The Director of Commerce and Economic Opportunity, or |
2 | | his or her designee, shall serve as chairperson of the task |
3 | | force, and the Department of Commerce and Economic Opportunity |
4 | | shall provide technical support and assistance to the task |
5 | | force and shall be responsible for administering its operations |
6 | | and ensuring that the requirements of this Act are met. |
7 | | (d) The task force may consult with any persons or entities |
8 | | it deems necessary to carry out its purposes. |
9 | | (e) Members of the task force shall be appointed no later |
10 | | than 90 days after the effective date of this Act. The members |
11 | | of the task force shall receive no compensation for serving as |
12 | | members of the task force. |
13 | | (f) The task force shall examine: (1) barriers to economic |
14 | | opportunity in economically depressed communities; (2) issues |
15 | | discouraging local investment and business development; (3) |
16 | | local community concerns; and (4) current economic conditions, |
17 | | and shall establish a comprehensive economic development |
18 | | policy for small, medium, and large businesses. The task force |
19 | | shall give members of the public the opportunity to provide |
20 | | input during the task force's examinations. |
21 | | (g) The task force shall prepare a report summarizing the |
22 | | findings of the examinations undertaken pursuant to subsection |
23 | | (f) and shall provide recommendations as to whether further |
24 | | legislation is needed to address the problems identified by the |
25 | | task force. The report shall be submitted to the General |
26 | | Assembly on or before January 1, 2017.
