 AN ACT concerning regulation.
 | 
 Be it enacted by the People of the State of Illinois,
 | 
represented in the General Assembly:
 | 
 Section 1. Short title. This Act may be cited as the Equal  | 
Economic Opportunity Task Force Act.
 | 
 Section 5. The Equal Economic Opportunity Task Force. | 
 (a) There is hereby created the Equal Economic Opportunity  | 
Task Force. | 
 (b) The task force shall consist of the following members: | 
  (1) Four members of the General Assembly, appointed one  | 
 each by the President of the Senate, the Minority Leader of  | 
 the Senate, the Speaker of the House of Representatives,  | 
 and the Minority Leader of the House of Representatives; | 
  (2) The Governor, or his or her designee; | 
  (3) The Director of Commerce and Economic Opportunity  | 
 or his or her designee; | 
  (4) The Secretary of Human Services, or his or her  | 
 designee; | 
  (5) The Attorney General of the State of Illinois, or  | 
 his or her designee; and | 
  (6) Two members from entities representing the  | 
 interests of the retail and banking industries in this  | 
 State appointed by the Governor. | 
 | 
 (c) The Director of Commerce and Economic Opportunity, or  | 
his or her designee, shall serve as chairperson of the task  | 
force, and the Department of Commerce and Economic Opportunity  | 
shall provide technical support and assistance to the task  | 
force and shall be responsible for administering its operations  | 
and ensuring that the requirements of this Act are met. | 
 (d) The task force may consult with any persons or entities  | 
it deems necessary to carry out its purposes. | 
 (e) Members of the task force shall be appointed no later  | 
than 90 days after the effective date of this Act. The members  | 
of the task force shall receive no compensation for serving as  | 
members of the task force. | 
 (f) The task force shall examine: (1) barriers to economic  | 
opportunity in economically depressed communities; (2) issues  | 
discouraging local investment and business development; (3)  | 
local community concerns; and (4) current economic conditions,  | 
and shall establish a comprehensive economic development  | 
policy for small, medium, and large businesses. The task force  | 
shall give members of the public the opportunity to provide  | 
input during the task force's examinations. | 
 (g) The task force shall prepare a report summarizing the  | 
findings of the examinations undertaken pursuant to subsection  | 
(f) and shall provide recommendations as to whether further  | 
legislation is needed to address the problems identified by the  | 
task force. The report shall be submitted to the General  | 
Assembly on or before January 1, 2017.
