| 2 |  |  WHEREAS, State Representative Monique D. Davis and the  | 
| 3 |  | members of the Illinois House of Representatives are saddened  | 
| 4 |  | to learn of the death of Otis McDonald of Chicago, who passed  | 
| 5 |  | away on April 4, 2014; and
 | 
| 6 |  |  WHEREAS, Otis McDonald was born in Louisiana in 1933; he  | 
| 7 |  | settled in Chicago in 1952 after serving in the United States  | 
| 8 |  | Army; and
 | 
| 9 |  |  WHEREAS, Otis McDonald worked as a janitor for the  | 
| 10 |  | University of Chicago and worked his way up to maintenance  | 
| 11 |  | engineer; while working at the U. of C., he earned an associate  | 
| 12 |  | degree from Kennedy-King College; he retired in 1996; and
 | 
| 13 |  |  WHEREAS, Otis McDonald was the lead plaintiff in the  | 
| 14 |  | lawsuit that prompted the landmark United States Supreme Court  | 
| 15 |  | decision that struck down Chicago's 28-year ban on handguns;  | 
| 16 |  | and
 | 
| 17 |  |  WHEREAS, Otis McDonald felt strongly that he had a duty to  | 
| 18 |  | stand up for the rights that had been taken away from  | 
| 19 |  | African-Americans during slavery, including the right to bear  | 
| 20 |  | arms; and
 |
