HOUSE JOINT RESOLUTION 26
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
3HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
4SENATE CONCURRING HEREIN, that the End Gun Violence in
5Disproportionately Impacted Areas Task Force is created to
6study, analyze data, make recommendations, and develop policy
7proposals addressing the root causes of violence and resulting
8trauma to drastically reduce gun violence in
9disproportionately impacted areas; and be it further
10    RESOLVED, That the Task Force shall consist of the
11following members who shall serve without compensation:
12        (1) One member of the House of Representatives
13 appointed by the Speaker of the House;
14        (2) One member of the House of Representatives
15 appointed by the House Minority Leader;
16        (3) One member of the Senate appointed by the Senate
17 President;
18        (4) One member of the Senate appointed by the Senate
19 Minority Leader;
20        (5) The Executive Director of the Illinois Criminal
21 Justice Information Authority or his or her designee, who
22 shall serve as chair;
23        (6) The Director of the Department of Commerce and
24 Economic Opportunity or his or her designee, who shall

1 serve as an ex officio, nonvoting, advisory member;
2        (7) The Director of the Department of Children and
3 Family Services or his or her designee;
4        (8) The Secretary of the Department of Human Services
5 or his or her designee;
6        (9) The State Superintendent of Education or his or
7 her designee;
8        (10) The Director of the Illinois Housing Development
9 Authority or his or her designee;
10        (11) The Director of the Illinois State Police or his
11 or her designee; and
12        (12) The following members appointed by the Governor:
13            (a) One elected county official representing a
14 disproportionately impacted area;
15            (b) One elected state official representing a
16 disproportionately impacted area;
17            (c) One elected federal official representing a
18 disproportionately impacted area;
19            (d) One representative of the Chicago Police
20 Department;
21            (e) One representative of a municipal police
22 department located in a disproportionately impacted
23 area;
24            (f) Two representatives of non-profit
25 organizations with budgets over $1,000,000 that
26 primary work directly on violence reduction;

1            (g) Three representatives of non-profit
2 organizations with budgets under $1,000,000 that
3 primary work directly on violence reduction;
4            (h) Two representatives of non-profit
5 organizations that primarily engage in street level
6 violence reduction and outreach to at-risk
7 individuals;
8            (i) Three members employed by news media
9 organizations in the top five news media markets
10 nationwide as determined by Nielsen Media Research,
11 who live in a disproportionately impacted area;
12            (j) One member employed by a news media
13 organization in Illinois who lives in a
14 disproportionately impacted area; and
15            (k) Ten residents of the state that reside in
16 disproportionately impacted areas that have
17 experienced high rates of gun violence for at least
18 the previous ten years; and be it further
19    RESOLVED, That if a vacancy occurs in the Task Force it
20shall be filled in the same manner as the original
21appointment; and be it further
22    RESOLVED, That the Task Force shall meet at the call of the
23chair; and be it further

1    RESOLVED, That the Department of Human Services, Office of
2Firearm Violence Prevention shall provide administrative
3support for the Task Force; and be it further
4    RESOLVED, That the Task Force shall submit its final
5report to the General Assembly no later than December 31,
62026, and upon the filing of the report, the Task Force is
7dissolved; and be it further
8    RESOLVED, That suitable copies of this resolution be
9delivered to the Speaker of the House, the House Minority
10Leader, the Senate President, the Senate Minority Leader, the
11Executive Director of the Illinois Criminal Justice
12Information Authority, the Director of the Department of
13Commerce and Economic Opportunity, the Director of the
14Department of Children and Family Services, the Secretary of
15the Department of Human Services, the State Superintendent of
16Education, the Director of the Illinois Housing Development
17Authority, the Director of the Illinois State Police, and the
18Governor.
