SYNOPSIS AS INTRODUCED:



430 ILCS 66/60

 Amends the Firearm Concealed Carry Act. Provides that the fees for a new and renewal concealed carry license of an applicant who is a veteran or a qualified retired law enforcement officer shall be 50% of the fees for other applicants. Defines "qualified retired law enforcement officer" and "veteran".

1 AN ACT concerning safety.


2 Be it enacted by the People of the State of Illinois,

3represented in the General Assembly:



4 Section 5. The Firearm Concealed Carry Act is amended by 
5changing Section 60 as follows:

6 (430 ILCS 66/60)

7 Sec. 60. Fees. 
8 (a) All fees collected under this Act shall be deposited as 
9provided in this Section. Application, renewal, and 
10replacement fees shall be non-refundable.
11 (b) Except as otherwise provided in subsection (b-5), an An 
12applicant for a new license or a renewal shall submit $150 with 
13the application, of which $120 shall be apportioned to the 
14State Police Firearm Services Fund, $20 shall be apportioned to 
15the Mental Health Reporting Fund, and $10 shall be apportioned 
16to the State Crime Laboratory Fund.
17 (b-5) An applicant for a new license or a renewal who is a 
18veteran or a qualified retired law enforcement officer shall 
19submit $75 with the application, of which $60 shall be 
20apportioned to the State Police Firearm Services Fund, $10 
21shall be apportioned to the Mental Health Reporting Fund, and 
22$5 shall be apportioned to the State Crime Laboratory Fund. 
23 (c) Except as otherwise provided in subsection (c-5), a A

1non-resident applicant for a new license or renewal shall 
2submit $300 with the application, of which $250 shall be 
3apportioned to the State Police Firearm Services Fund, $40 
4shall be apportioned to the Mental Health Reporting Fund, and 
5$10 shall be apportioned to the State Crime Laboratory Fund.
6 (c-5) A non-resident applicant for a new license or a 
7renewal who is a veteran or a qualified retired law enforcement 
8officer shall submit $150 with the application, of which $125 
9shall be apportioned to the State Police Firearm Services Fund, 
10$20 shall be apportioned to the Mental Health Reporting Fund, 
11and $5 shall be apportioned to the State Crime Laboratory Fund. 
12 (d) Except as otherwise provided in subsection (e), a A 
13licensee requesting a new license in accordance with Section 55 
14shall submit $75, of which $60 shall be apportioned to the 
15State Police Firearm Services Fund, $5 shall be apportioned to 
16the Mental Health Reporting Fund, and $10 shall be apportioned 
17to the State Crime Laboratory Fund.

18 (e) A licensee who is a veteran or a qualified retired law 
19enforcement officer requesting a new license in accordance with 
20Section 55 shall submit $37.50, of which $30 shall be 
21apportioned to the State Police Firearm Services Fund, $2.50 
22shall be apportioned to the Mental Health Reporting Fund, and 
23$5 shall be apportioned to the State Crime Laboratory Fund. 
24 (f) In this Section:
25 "Qualified retired law enforcement officer" means a 
26qualified retired law enforcement officer as defined in the

1federal Law Enforcement Officers Safety Act of 2004 who is in 
2compliance with all of the requirements of that Act.
3 "Veteran" means a person who has served in the Armed Forces 
4of the United States and was discharged or separated under 
5honorable conditions.
