HOUSE RESOLUTION



2 WHEREAS, The members of the Illinois House of 
3Representatives wish to lessen the illegal acquisition of 
4firearms in the State; and


5 WHEREAS, Many criminals obtain firearms illegally through 
6theft from freight rail cars; and


7 WHEREAS, We wish to decrease the amount of firearms 
8illegally acquired through freight theft; and


9 WHEREAS, Illinois is statistically in the top ten states 
10for freight theft nationwide; and


11 WHEREAS, There were 2,987 shooting victims in the City of 
12Chicago in 2015; someone in Chicago was shot at a rate of one 
13every 2.93 hours in 2015; and


14 WHEREAS, Nearly 200,000 guns are reported stolen, lost, or 
15missing in the United States every year; and

16 WHEREAS, Freight logistics security organizations recorded 
17754 cargo thefts throughout the United States in 2015; and


18 WHEREAS, The safety and security of our communities should

1be at the forefront of legislative measures; therefore, be it


2 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE 
3NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we 
4urge Congress to strengthen national freight laws for cars 
5carrying firearms across state lines or pass a law prohibiting 
6the transport of firearms by rail freight car; and be it 
7further


8 RESOLVED, That suitable copies of this resolution be 
9delivered to the United States Bureau of Alcohol, Tobacco, 
10Firearms, and Explosives and the members of the Illinois 
11congressional delegation.
