       Senator Farmer moved the following:
       
    1         Senate Amendment to Substitute Amendment (726990) 
    2  
    3         Delete lines 1701 - 1722
    4  and insert:
    5  restorative justice, or similar programs. The Legislature finds
    6  that zero-tolerance policies are not intended to be rigorously
    7  applied to petty acts of misconduct and misdemeanors, including,
    8  but not limited to, minor fights or disturbances. Zero-tolerance
    9  policies The Legislature finds that zero-tolerance policies must
   10  apply equally to all students regardless of their economic
   11  status, race, or disability.
   12         (2) Each district school board shall adopt a policy of zero
   13  tolerance that:
   14         (f) Requires the threat assessment team to consult with law
   15  enforcement when a student exhibits a pattern of behavior, based
   16  upon previous acts or the severity of an act, that would pose a
   17  threat to school safety.
   18         (4)
   19         (c) Zero-tolerance policies do not require the reporting of
   20  petty acts of misconduct and misdemeanors to a law enforcement
   21  agency, including, but not limited to, disorderly conduct,
   22  disrupting a school function, simple assault or battery, affray,
   23  theft of less than $300, trespassing, and vandalism of less than
   24  $1,000.
