Section 790.301, Florida Statutes, is created 7 to read: 8 790.301 AR-15 assault rifles; moratorium; study.—Upon this 9 act becoming a law, a moratorium is imposed on the sale, 10 delivery, and transfer of all AR-15-style assault rifles and it 11 must remain in effect for a minimum period of 2 years. The 12 Department of Law Enforcement is directed to conduct a study to 13 determine whether banning the AR-15-style assault rifle should 14 be permanent or whether regulations can sufficiently be 15 implemented to eliminate or significantly reduce the risk of 16 mass shootings posed by the availability of AR-15-style assault 17 rifles. The department shall submit its resulting findings and 18 recommendations to the Governor, the President of the Senate, 19 the Speaker of the House or Representatives, and the Majority 20 and Minority Leaders of the Senate and the House of 21 Representatives.
