       Senator Taddeo moved the following:
       
    1         Senate Amendment to Amendment (318628) (with title
    2  amendment)
    3  
    4         Delete lines 40 - 82
    5  and insert:
    6  incident on a school premises.
    7         1. The sheriff who chooses to establish the program shall
    8  appoint as school marshals, without the power of arrest, school
    9  employees who volunteer and who are selected by a school
   10  district or a governing board of a public or nonpublic school
   11  and who:
   12         a. Hold a valid license issued under s. 790.06.
   13         b. Complete 132 total hours of comprehensive firearm safety
   14  and proficiency training conducted by Criminal Justice Training
   15  and Standards Commission-certified instructors, which must
   16  include:
   17         (I) Eighty hours of firearms instruction based on the
   18  Criminal Justice Standards and Training Commission’s Law
   19  Enforcement Academy training model, which must include at least
   20  10 percent but no more than 20 percent more rounds fired than
   21  associated with academy training. Program participants must
   22  achieve an 85 percent pass rate on the firearms training.
   23         (II) Sixteen hours of instruction in precision pistol.
   24         (III)Eight hours of discretionary shooting instruction
   25  using state-of-the-art simulator exercises.
   26         (IV) Eight hours of instruction in active shooter or
   27  assailant scenarios.
   28         (V) Eight hours of instruction in defensive tactics.
   29         (VI) Twelve hours of instruction in legal issues.
   30         c. Pass a psychological evaluation administered by a
   31  psychologist licensed under chapter 490 and designated by the
   32  Department of Law Enforcement and submit the results of the
   33  evaluation to the sheriff’s office. The Department of Law
   34  Enforcement is authorized to provide the sheriff’s office with
   35  mental health and substance abuse data for compliance with this
   36  paragraph.
   37         d. Submit to and pass an initial drug test and subsequent
   38  random drug tests in accordance with the requirements of s.
   39  112.0455 and the sheriff’s office.
   40         e. Successfully complete ongoing training, weapon
   41  inspection, and firearm qualification on at least an annual
   42  basis.

   44  The sheriff shall issue a school marshal certificate to
   45  individuals who meet the requirements of subparagraph 1. The
   46  sheriff shall maintain documentation of weapon and equipment
   47  inspections, as well as the training, certification, inspection,
   48  and qualification records of each school marshal appointed by
   49  the sheriff.
   50         2. A parent may remove his or her child who is a student in
   51  a classroom from such classroom if a sheriff’s marshal carrying
   52  a firearm is assigned to the classroom or if, for any reason, a
   53  firearm is present in the classroom, unless the person carrying
   54  such firearm is a law enforcement officer as defined in s.
   55  943.10(1).
