   An act to amend Section 491 of the Business and Professions Code,
relating to professions and vocations.


	LEGISLATIVE COUNSEL'S DIGEST


   AB 1060, as introduced, Bonilla. Professions and vocations:
licensure.
   Existing law provides for the licensure and regulation of various
professions and vocations by boards within the Department of Consumer
Affairs. Existing law authorizes a board to suspend or revoke a
license on the ground that the licensee has been convicted of a
crime, if the crime is substantially related to the qualifications,
functions, or duties of the business or profession for which the
license was issued. Existing law requires the board, upon suspension
or revocation of a license, to provide the ex-licensee with certain
information pertaining to rehabilitation, reinstatement, or reduction
of penalty, as specified.
   This bill would authorize the board to provide that information
through first-class mail and by electronic means.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 491 of the Business and Professions Code is
amended to read:
   491.   (a)    Upon suspension or revocation of a
license by a board on one or more of the grounds specified in
Section 490, the board shall: 
   (a) 
    (1)  Send a copy of the provisions of Section 11522 of
the Government Code to the ex-licensee. 
   (b) 
    (2)  Send a copy of the criteria relating to
rehabilitation formulated under Section 482 to the ex-licensee. 
   (b) Subdivision (a) may be satisfied through first-class mail and
by electronic means.
