Trump has said he wants to get it through and a bill has been introduced in the house. HB38

That being said we sincerely doubt it can make it's way though both houses. States like CA, NY, NJ, MD and several others are going to fight it tooth and nail. If it does somehow get passed we can see those states tying it up in the court system for years, more than likely having it end up in the Supreme Court.

So in a word, don't hold your breath

I truly suspect you're right. I don't see those states standing for national reciprocity when they've made every attempt to eliminate any type of carry. Some like the nations capital really want to outlaw gun ownership altogether, especially if they have to honer other states non-resident permits for their own citizens. (Ha!)

Haven't seen the content of the bill. But a lot will depend on the wording and crafting. The various states will definitely look for and enact some loophole legislation, no doubt! I can here the wheels spinning in Annapolis, MD (my home state capital)

At this point while the bill may get passed - may(!), the aftermath is where problems will arise.

You can read the bill here

It doesn't have any language about territories in it at the moment. It does have language about states that prohibit carry which we assume is meant to try and placate states like California and New Jersey (even though technically they don't ban carry, just regulate it to death).

But yes this one if passed will spend years in the courts and the question of states rights will be the primary focus of the lawsuits. From a constitutional view that doesn't bode well for the bill.
